World CO2 up 39 percent by 2030 without new policy: EIA

According to the Energy Information Administration (EIA), the energy
forecasting arm of the US Department of Energy, if no global action is
taken to limit emissions they will grow 39 percent between now and 2030.
Much of the growth in emissions will come from developing countries who,
at present, are waiting for the US government to make a commitment to
reduce GHG emissions before they make one themselves.
